We’re looking for an experienced Portfolio / Programme Manager to lead and support delivery across multiple agile teams within a fast‑moving technology and cyber security environment. You’ll enable teams to deliver high‑quality services and transformation initiatives, remove blockers, and ensure effective planning, governance and stakeholder engagement across the full delivery lifecycle.
This role is well suited to someone who has previously managed complex change portfolios, worked across multiple agile teams, and can operate confidently in dynamic, enterprise‑scale environments. Cyber security programme experience is essential.

What you’ll do
As a Portfolio Delivery Manager/Programme Manager, you will coach, support and enable agile delivery teams within your portfolio to deliver services, platforms, cyber initiatives, or business transformation. You’ll be skilled at breaking down complex programmes into achievable outcomes, planning at both strategic and detailed levels, and ensuring teams can deliver effectively.
Agile Delivery
- Deliver programmes, services and transformation initiatives using appropriate agile methodologies, learning and iterating frequently.
- Work with Product Owners and Portfolio leadership to develop, maintain and communicate roadmap plans and delivery outcomes.
- Lead collaborative cross‑portfolio planning activities, supporting teams to prioritise work based on capacity and capability.
- Identify, manage and mitigate portfolio‑level risks, issues and dependencies, coordinating with other portfolios where required.
- Facilitate cross‑portfolio agile ceremonies (e.g., Scrum of Scrums) and support agile ceremonies within individual teams.
Stakeholder Engagement & Communication
- Support Product Owners in clarifying business requirements and translating them into deliverable outcomes.
- Engage and communicate proactively with senior stakeholders and cross‑functional teams.
- Assist with the management of major business projects, change requests and governance processes.
Agile Governance
- Support product teams in applying the Agile Delivery Framework and ensuring transparent reporting of KPIs and agile metrics.
- Contribute to the development of lean business cases, articulating risks, constraints and impacts of change.
- Maintain portfolio financials — including budget, forecast and actuals.
- Maintain and manage portfolio resourcing plans.
Coordination with Other Teams
- Collaborate closely with other delivery portfolios to resolve cross‑cutting dependencies.
- Work with operational teams to ensure best‑practice change management processes are followed.
- Support readiness for go‑live including UAT, training, communications and operational handover.
- Coordinate release, deployment and iteration planning.
Management of Staff
- Line manage Agile Delivery Managers, supporting performance, development and coaching.
- Mentor and coach other delivery managers where required.
- Manage and coordinate 3rd‑party suppliers supporting portfolio delivery.
Advisory Responsibilities
- Contribute ideas and improvements to agile delivery methods and frameworks.
- Collaborate with peers to evolve related practices such as ITIL, Change Management and hybrid delivery models.
- Provide guidance on transitioning waterfall projects into agile methodologies.
- Coach teams and stakeholders on agile ways of working and principles.
What you’ll bring
Essential Qualifications, Experience & Knowledge
- Cyber security programme or portfolio delivery experience
- Degree‑level qualification or equivalent experience
- Proven experience delivering projects and products using agile methodologies
- Experience with a range of agile delivery methods
- Experience managing multiple agile teams or programmes
- Experience transitioning waterfall to agile delivery
- Experience facilitating and organising multi‑disciplinary teams
- Experience managing project budgets and financial reporting
- Experience managing Agile Delivery Managers
- Coaching experience in agile methods
- Experience managing 3rd‑party suppliers
- Industry‑recognised agile qualification (Desirable)
- ITIL qualification or experience in an ITIL‑aligned environment (Desirable)
Skills & Abilities
- Excellent facilitation, collaboration, and communication skills
- Strong interpersonal skills with the ability to influence at all levels
- Strong knowledge of Jira or similar delivery/project tools
- Ability to translate complex business needs into clear user stories
- Ability to work collaboratively across teams, functions and partners
- Ability to set and achieve stretching targets for self and others
- Ability to use data for proactive issue identification and planning
